A First Year Evaluation Report of Children Achieving: Philadelphia’s Education Reform

An evaluation of the first-year performance of the Children Achieving Challenge in Philadelphia, established in 1995 through grants from the Annenberg Foundation and other donors. The authors note that the Philadelphia School District earned a solid record of accomplishment in the reform initiative’s first year. Schools that exhibited the most progress had the following features: coherent vision of school goals and program direction; sustained experience with improvement; an atmosphere of trust and interdependence among school community members; and infrastructure to support the program and decision-making. The report concludes that the District will need to improve communication, coordination of services, and assistance to schools to make further progress in this reform effort.
