ELLs Have Limited High School Choices

This article gives school statistics about English language learners (ELLs) in Philadelphia, and highlights some of the problems that arise from how the ELL populations are distributed. Three-fourths of ELLs are found in nine high schools, most of which are among the cities most dangerous and poorest-performing. Conversely, there are few ELLs in magnet and small high schools. The article warns that the concentration of ELLs in underperforming schools results in low expectations and poor academic achievement.
