Evaluation Planning and Technical Assistance for the Pennsylvania Office of Child Development and Learning’s Preschool Development Grant

In 2019, RFA conducted research and provided technical assistance and evaluation planning to the Pennsylvania Office of Child Development and Learning (OCDEL) to advance early childhood systems-building initiatives supported by the U.S. Department of Education’s Preschool Development Grant to improve early child care and education throughout the commonwealth. Our research drew on 40 interviews with partners and stakeholders and a comprehensive document review to generate internal recommendations for research and evaluation, a scan of existing project-specific research and evaluation efforts, an evaluation of the alignment between initiative work plans and OCDEL’s goals, and recommendations for improving cross-project collaboration and coordination.
