RFA is partnering with KnowledgeWorks on the documentation and analysis of how personalized, competency-based learning takes hold in four states and their local contexts. To this end, RFA is designing and conducting a cross-state comparative analysis of policy adoption and scaling of state-level initiatives through the development of individual state logic models, a state-level typology, and analysis for a final report.
