This report examines the attempts of the Children Achieving Challenge leaders to build public engagement through the perspectives of more than forty Philadelphia civic leaders from government, business, foundations, higher education, the School District, advocacy groups, labor, and the media. This was a joint project with the Consortium for Policy Research in Education.
