Reduced Class Size/Balanced Literacy initiative helps with staffing issues: Homegrown program succeeds in teacher recruitment, retention

Nationally and here in Philadelphia, finding and keeping effective urban teachers is an urgent priority and an ongoing challenge. Too often, urban schools serving the highest proportions of low-income students are staffed by the least experienced, least trained teachers. According to Research for Action’s research, a joint program of the School District of Philadelphia and the Philadelphia Education Fund, called the Reduced Class Size/Balanced Literacy Initative, offers a promising route for providing Philadelphia with well-qualified teachers.
