A second-year evaluation of Philadelphia Parents as Teachers (PPAT), a support and education program for adolescent parents at two Philadelphia high schools. This report builds on a previous evaluation of PPAT looks at characteristics of the program participants, patterns of service delivery, and continuing major implementation issues. Stories of three teen mothers, ranging from ‘easy to serve’ to ‘difficult to serve’ are related and discussed. The authors identify and analyze the most important implementation issues, including program stability, service delivery, embedding PPAT within the school and the community, and supporting the work of the parent educators. Recommendations to help program administrators address issues are offered.
